San Francisco and Santa Clara County Join Coalition Suing to Protect Public Service Loan Forgiveness Program

SAN FRANCISCO (November 3, 2025) — San Francisco City Attorney David Chiu and Santa Clara County Counsel Tony LoPresti announced San Francisco and Santa Clara County have joined a broad coalition of cities, labor unions, and nonprofit organizations in filing a lawsuit today against the U.S. Department of Education (ED).

“The Public Service Loan Forgiveness program helps ensure that people who dedicate their careers to serving our communities can achieve financial stability,” said Treasurer José Cisneros. “For many public employees, this program makes it possible to pursue meaningful work in government and nonprofits while managing the burden of student debt. Protecting PSLF is essential to supporting a strong, committed public service workforce.”

Treasurer José Cisneros Announces Milestones in Business Tax Reform: Final Sourcing Rules Adopted, Compliance Program Delivers Results

Treasurer José Cisneros today announced the adoption of final regulations guiding how businesses must allocate gross receipts under Proposition M, the business tax reform measure passed by voters in November 2024, alongside an extended program deadline and early success of the Office’s compliance initiatives.

“We’re delivering on our promise to provide clarity and predictability for San Francisco businesses,” said Treasurer José Cisneros. “These regulations reflect meaningful input from the business community, and combined with the programs we’ve put in place, they give businesses the tools they need to contribute to the city’s economic resurgence.”

Final Sourcing Regulations

The Office of the Treasurer & Tax Collector has promulgated final Sourcing Regulations reflecting feedback received from the business community following a public hearing and multiple rounds of updates and public comment periods. These final regulations implement the sourcing rules required under Proposition M (2024) for determining how businesses allocate gross receipts to San Francisco.

About the Treasurer

José Cisneros is the elected Treasurer for the City and County of San Francisco. As Treasurer, he serves as the City’s banker and Chief Investment Officer, managing all tax and revenue collection for San Francisco. Appointed in 2004, and first elected in 2005, Cisneros has used his experience in the tech and banking industries to enhance and modernize taxpayer systems and successfully manage the City’s portfolio through a major recession.
