San Francisco Treasurer José Cisneros today announced three key promotions within the Office of the Treasurer & Tax Collector, effective immediately. These appointments reflect the depth of talent within the organization and a commitment to recognizing and investing in public servants who deliver results for San Francisco.
Amanda Fried appointed Chief Assistant Treasurer
Amanda Fried has served the Office of the Treasurer & Tax Collector since 2014, leading the department's policy, customer service, and communications work while helping design and deliver nationally recognized Economic Justice initiatives. She recently led the stakeholder process that produced Proposition M (2024), delivering $10 million in annual small business fee relief and eliminating or reducing license fees for thousands of local businesses.
Fried has designed payment systems for guaranteed income programs and the Kindergarten to College savings initiative, and has advanced social responsibility in the City's banking and investment practices. As Chief Assistant Treasurer, she will lead Banking, Investments, Cashiering, Taxpayer Assistance, Economic Justice, Policy and Communications.
Jeff Smejkal appointed Chief of People, Budget and Collections
Jeff Smejkal joined the Office in 2003 and has advanced through the department over more than two decades of public service. A seasoned manager with a strong record of developing talent and delivering results, Smejkal led the Bureau of Delinquent Revenue team in collecting nearly $400 million in revenue over the past three years.
As Chief of People, Budget and Collections, Smejkal will oversee the Bureau of Delinquent Revenue, Budget and Human Resources, bringing his commitment to ethics, fairness, and accountability to departmental priorities.
Alanna Olague appointed Chief of Operations and Systems
Alanna Olague joined the Office in 2012 and has led complex, cross-functional operational and technology initiatives critical to the department's success. She recently led the design and implementation of the joint Business Registration Renewal and Annual Business Tax filing form – a transformative multi-year effort that aligned policy, operations, and technology to improve service delivery for San Francisco businesses.
As Chief of Operations and Systems, Olague will oversee Product Management, Information Technology, Investigations and Account Services, bringing her commitment to operational excellence and continuous improvement to these critical functions. She will co-manage the Investigations team with Tax Collector David Augustine.
In addition, the Accounting and Reconciliation section will report to David Augustine.
The Senior Leadership team – including Amanda Fried, Jeff Smejkal, Alanna Olague, and David Augustine – will work together to advance the Office's mission of fiscal stewardship and public service for San Francisco.
